After October 2024, the Xizang Autonomous Region and Shannan City successively issued relevant hydrogen energy industry policies such as the "Xizang Autonomous Region Hydrogen and Oxygen Industry Development Plan (2024-2030)", "Several Measures of Shannan City, Xizang on Accelerating the Pilot Work of Hydrogen and Oxygen Industry", and "Regulations on Strengthening the Management of Clean Energy Projects";. Beyond the transportation sector, it is proposed to promote the demonstration application of hydrogen and oxygen in distributed power generation, hydrogen heating, medical oxygen production, hydrogen-rich water and other areas, and encourage the off-grid development of hydrogen and oxygen industries, green ammonia, green methanol and other new energy manufacturing industries.
Shannan City boasts a favorable endowment of clean energy resources and a vast market demand. In 2024, with the assistance of the aid-Xizang work team, Nedong District of Shannan City actively negotiated investment promotion matters with Shenzhen Xiongtao Power Technology Co., LTD. Ultimately, on October 30, 2024, both parties signed a framework agreement on investment promotion, and the project was successfully implemented in Nedong District.
Shannan City is the first region in Xizang to release local policies for the hydrogen energy industry. The recent establishment of the first hydrogen energy industrial park in Xizang will also signify that the hydrogen energy industry has "illuminated"; the provincial map of the entire China.
Will the hydrogen energy industry in Xizang be launched in 2025?
The Xiongtao Shannan Hydrogen Energy Application Demonstration Industrial Park project has a total investment of over 1 billion yuan and is planned to be constructed in three phases. The project focuses on new energy power generation, new energy lithium battery energy storage equipment, hydrogen production, hydrogen energy equipment manufacturing, and hydrogen energy vehicle application. The first phase of the project is planned to build a hydrogen and oxygen production plant and a hydrogen refueling station. Construction officially started on January 5th and is expected to be completed and put into use in September 2025. After commissioning, it will produce 1,000 cubic meters of high-purity hydrogen and 300 cubic meters of high-purity oxygen per hour, with a daily power consumption of approximately 110,000 kilowatt-hours. This project was introduced by the 10th batch of Hubei Province's aid-Xizang Work Team and the 10th batch of Wuhan City's Aid-Xizang Work Team, and it will fill the industrial gap in the hydrogen energy field in Xizang.
At the groundbreaking ceremony, the project's investors also showcased a hydrogen-powered bus. This vehicle is equipped with an efficient hybrid engine, combining the advantages of lithium batteries and hydrogen fuel cells. It can operate stably in extremely cold regions of -40℃ and at an altitude of 3,000 meters, with a fuel cell lifespan exceeding 20,000 hours. After the first phase of the Xiongtao Shannan Hydrogen Energy Application Demonstration Industrial Park is put into use, it will provide a full range of hydrogen energy services including production, storage, transportation and refueling for this type of bus, and play a positive role in promoting the industrial development and project demonstration and promotion of hydrogen energy in Xizang.
